Through different surveillance techniques, we follow the story of Winnie, an overly cautious young woman, and her disabled brother, Stevie, as they become entangled in a complex conspiracy involving a bombing scheme, clumsy anarchists, determined law enforcement, and a crooked politician. The deceitful actions of Winnie’s boyfriend, Conrad Verloc—a political activist who also serves as a police informant—set the siblings on a perilous journey. However, justice might be served in the end, thanks to the surveillance evidence gathered and presented by Special Crimes Sergeant Kylie Heat.
